Mr. Sparks is a resident of Carneys Point Township serving his seventeenth year as Freeholder.
Prior to  his election as Freeholder, he served 3 years on Carneys Point Township Committee.

Dave works for E.I. DuPont in Deepwater N.J. as a Safety, Health, & Environmental Manager, and has 38  years of service.

In addition to his career with DuPont, Dave served three years as Deputy Mayor in Carneys Point Township, and Salem County as Director of the Freeholder Board,  totaling twenty years as a local elected official.

He is a member of the Salem County Sportsmen's Club, The Servicemen's Home, Washington Club, Sakima C.C. and is a Master Mason in the Penns Grove Masonic Lodge # 54.

Dave currently serves Carneys Point on the Economic Development Commission, Appel Farm as a Director, PSE&G as advisory member for the Estuary Enhancement Program.
